The language of management is money. Teach the organization to put things in terms of money.
Production tends to focus on now, today and tends to be action focused (What do I do?)
Maintenance execution is also focused on now and tends to be action focused.
Engineering is longer term focused and conceptual initially (connect A to B) and detailed focused later. This leads to unclear communications during project development.
You always have time to think about what you should do next, even in an emergency.
